Wheeler, Everett Pepperrell (10 March 1840–08 February 1925), legal and civil service reformer, was born in New York City, the son of David Everett Wheeler, a lawyer, and Elizabeth Jarvis. He attended the Free Academy, from which he graduated with honors in 1856, the youngest student in his class. This “People’s College,” which became the City College of the City University of New York, aimed to shape the character of its students and to train them for occupations in the workaday world. Throughout his life Wheeler remained attached to his alma mater and active on its committees. In April 1857 he became a law student in his father’s office, and when he left shortly thereafter for Harvard Law School, he was “full of ambition and determined to become an advocate” (Wheeler, “Chapters,” p. 21)....
