Moore, John Bassett (03 December 1860–12 November 1947), lawyer, judge, and government official, was born in Smyrna, Delaware, the son of John Adams Moore, a physician and state legislator, and Martha Anne Ferguson. Because of health problems, he was educated by his parents and then attended a private school. At the age of seventeen he entered the University of Virginia where he studied the liberal arts and the law. Forced to leave college because of ill health, he nevertheless continued his legal studies and was admitted to the bar in 1883. At the urging of influential Delaware political leaders, he became a clerk in the U.S. Department of State in 1885 and third assistant secretary from 1886 to 1891.
