Bullard, Arthur (08 December 1879–10 September 1929), writer and government official, was born in St. Joseph, Missouri, the son of Henry Bullard, a prominent Presbyterian minister, and Helen Nelson. After graduating in 1899 from Blair Academy in Blairstown, New Jersey, Bullard enrolled at Hamilton College in Clinton, New York. Two years later his growing social consciousness led him to leave college to join New York City’s burgeoning reform community.
