Waesche, Russell Randolph (06 January 1886–17 October 1946), Coast Guard officer, was born in Thurmont, Maryland, the son of Leonard Randolph Waesche, a mining engineer, and Mary Martha Foreman. In May 1904, after a year studying electrical engineering at Purdue University, Waesche competed for and won an appointment to the Revenue-Cutter Service School of Instruction in Baltimore.
