Cox, William Ruffin (11 March 1832–26 December 1919), army officer and politician, was born at Scotland Neck, Halifax County, North Carolina, the son of Thomas Cox, a businessman and planter, and Olivia Norfleet. He graduated from Franklin College and studied law at Lebanon College, both in Tennessee. Thereafter he practiced law for some years in that state before returning to North Carolina in 1857 to marry Penelope Battle.
